GIS in Schools

The Spatial Data Infrastructure Act ( Act 54 of 2003) requires the Department of Land Affairs to develop and implement an SDI for the country. The objectives of the South African Spatial Data Infrastructure include:

  • Promote the use of Spatial Information for socio-economic development through education, training, capacity building and awareness creation.

  • Promote inter-departmental relations i.e. create an environment which facilitates co-ordination and co-operation.

    To achieve these objectives, the department is contributing towards the development of the geography teachers and subject advisors by introducing them to the real world applications of geography. The
    purpose of the project is to assist the Department of Education introduce GIS, as part of the National Curriculum Statement to be implemented in year 2006. The project aims to enhance geography as a subject.


Mapping Priority Claims
The main purpose of the project is to develop a spatial database of all priority claims with a view of mapping, verifying and or capturing key variables and indicators.

Generally this project will map all priority land claims identified by Regional Land Claims Commissioners.

Provide additional Spatial information as well as land claims attribute information which can enable the claimed land to be linked effectively to other development initiatives

Give a better understanding of the type of the land being claimed, its location within the local municipality and its Integrated Development plans (IDPs)  which incorporates its Spatial Development Framework (SDFs) and also an indication of possible economic activities the claimants could engage in.


Support presidential programmes
The NSIF support presidential programmes(URP and ISRDP) with supply of spatial information for the preparation of Spatial Development Frameworks (SDF’s) as part of their Integrated Development Plans (IDP’s). And also offer technical advise on GIS implementation to URP, ISRDP and other municipalities.

The (communal Land Rights Act) CLRA mapping project 
This project forms part of a baseline study by the directorate: Monitoring and Evaluation in the Department of Land Affairs (DLA) in terms of adhering to the objectives to the act. The Internal GIS performs statistical analyses to identify the number of people in each local municipality which covers communal land. The number of households for those areas are calculated and mapped. 

Development of National Standards

1)   The South African Metadata Standard (SANS 1878):
This standard has gone through the revision process and has been circulated for comments and voting. Once voted upon, the standard will be adopted as a draft South African Standard. Statistics South Africa is planning a pilot implementation of the standard. More comments have been received from Statistics South Africa and these comments will be adjudicated.

2)   The Feature Instance Identification Standard (SANS 1876):
This standard has followed a similar process as the metadata standard. Once all votes have been received will the standard be adopted as a draft South African Standard. In terms of the SDI Act, all organs of state are compelled to promote interoperability between data sets and systems, and these standards support the objectives of the Act.

3)   New work item proposal (SANS 1883):
This is a new proposal to formalize addressing in South Africa. The standard will comprise 7 different parts. These standards are developed under the auspices of SC 71 E, a committee hosted by Standards South Africa. Their next meeting is scheduled for December 1 2004.


The Committee for Spatial Information
The SDI Act calls for the establishment of the Committee for Spatial Information, whose main function will be to look at strategic issues regarding the use of GIS within government, and to create a national GIS strategy for the country. The CSI will also have 3 sub committees or task teams that will be the working arms of the Committee. These are: Policy, Technical and Liaison. (Click here for more details)

The creation of an SDI Booklet (future listing)
This will be a special publication that will contain the following chapters: SDI Act Dummies Guide, The Pricing Policy for organs of state, and all metadata records as stored on our system to date. These booklets will be presented to the members of the Committee for Spatial Information at the first inaugural meeting.

Best practice for GIS mapping in Provincial Government  
Best practice for placing a GIS at Provincial Government Level:
This project was initiated at the beginning of the year. So far 2 provincial GIS offices have been visited. These include North-west and Mpumalanga provincial offices. Some findings were made. The project will be outsourced for completion.
